CGL Companies, a Hunt Companies affiliate, has been recognized with a General Contractors Association of Hawai‘i’s 2025 Build Hawai‘i Award of Excellence for its exceptional work on the Women’s Community Correctional Center (WCCC), the state’s only women’s prison.
The $63 million project — the largest capital improvement project of the Hawai‘i Department of Public Safety and first public safety project in the state in nearly three decades — officially opened in September of last year.
Expansion of WCCC was viewed as a critical first step in easing longstanding overcrowding at O‘ahu Community Correctional Center (OCCC); prior to the expansion, WCCC had only 276 beds. Construction of three new buildings (totaling over 56,000 square feet) created 176 more beds in a single housing unit, allowing the transfer of all women from OCCC and improving safety and operational efficiency.
The addition of a new intake, visitation and administrative center has elevated the experience for inmates, staff and visitors alike. Additionally, exterior upgrades — including new roads, walkways, parking and secure entrances — have transformed the overall functionality and accessibility of the WCCC campus.

The Hawai‘i project team included Bowers + Kubota Consulting, CGL’s partner architect; Hae-Dong “HD” Lee, principal, assisted CGL since the WCCC project’s earliest days. Other local partners included construction manager RLB General and general contractor S & M Sakamoto.
