Hunt and Partners Celebrate Topping Off of Hālawa View Apartments Phase 2, $170 Million Affordable Housing Project

Construction continues on the second phase of Hālawa View Apartments, an affordable high-rise in ‘Aiea that will create 302 new rental apartments reserved for local low-income families earning up to 60% of the area median income.

In November, Pacific Development Group, general contractor Nordic PCL and their partners, including Hunt Companies Hawai‘i and Hunt Capital Partners, celebrated the $170 million project’s topping off at an event that proved so popular, it was moved to the parking lot of nearby Aloha Stadium.

Located across from Pearl Harbor and the USS Arizona Memorial, Hālawa View Apartments II is on track to be finished in summer 2025. The project broke ground in July 2023.

Hawai‘i’s longstanding shortage of affordable housing is no secret. Phase 2 of Hālawa View Apartments aims to address the urgent need in Honolulu, where housing costs are 219% higher than the national average, according to a recent PayScale report.

Hālawa View Apartments II aligns with the city’s Hālawa Area Transit-Oriented Development
Plan. It will include 18 floors of studios and one-, two- and four-bedroom units on top of a parking garage with 450 stalls. Notably, five of the units will be designated for chronically homeless individuals or those on public support services with referrals provided by the nonprofit U.S. VETS.

The project is a result of an extensive public- private partnership between the State of Hawai‘i, the City and County of Honolulu and the project team. Financing is provided by Hawai‘i Housing Finance & Development Corp., the City and County of Honolulu and Bank of Hawai‘i, with the Federal Low-Income Housing Tax Credits syndicated by Hunt Capital Partners through a proprietary fund with JPMorgan Chase. General Partners include Pacific Development Group, Mark Development, Hawaiian Community Development Board and Hawai‘i Assisted Housing Inc. Limited Partners include Hunt Capital Partners and Hunt Development Group.
